President's Message

Every Greenbrier resident can be very proud of the GPOA's accomplishments to date thanks to the men and women who have devoted their time, effort and talents to the many projects that require the attention of the Board of Directors and various committees of the GPOA.

The first half of the year has been highlighted by the renovation of the Glenburnie Entrance Island, 467 memberships for 2006, the launching of a Greenbrier Web Site, and the beginning of research on how to best accomplish our goal of becoming an all inclusive property owners' association.

We are deeply grateful to all the members who have contributed to our successes. We also appreciate the candid feedback we get from the community that we consider very seriously and that often results in new initiatives, changes in practice or the formation of new committees.

Over the course of a year we receive many requests from members, and amazingly, sometimes non-members to address a variety of issues. Our criteria for consideration of these requests are often: is the requesting homeowner(s) members of the GPOA; how many members are affected; is the request within our authority to address; do we have the required resources to address the issue?

Sometimes we ask the requesting member(s) if they would be willing to serve on a committee to address the issues. Often, the answer is no, but they expect the GPOA to handle and resolve the issue(s). Everyone in the community should be mindful that your board and its committees are composed of your neighbors who have graciously given of their time to serve. With a board of seven directors and committees that are fully occupied, it is not possible to take on new projects without additional resource.

Therefore, we encourage everyone to think in terms of being part of the solution and not part of the problem. Our community and the GPOA can only remain strong if everyone adopts a personal policy of activism.

What follows is a summary of our significant activity through the first half of 2006.

Architecture and Covenant Committee (ACC)

The ACC is an extremely active group of people who are dedicated to administering the Covenants in a fair and respectful manner. This is not an easy task. Informing a friend or neighbor who is out of compliance with the covenants is not a pleasant duty. However, it is a necessary job. We are all obligated to comply with the covenants (GPOA members and non-members alike). Please be respectful of your neighbors who are gracious enough to take on this difficult mission. They serve without compensation and contribute greatly to keeping our property values high.

The ACC also makes every effort to assist property owners with requests for changes or additions to their property. The ACC is always trying to improve and simplify the processes wherever possible.

Our thanks to these hard working people. GPOA Board Liaison — James Becton. ACC Chairman — William Accolla. Members: Bea Alexander, Skip Souren, Don Michaels, Bob Boyd*, Bob Welsh*. (* No longer on the committee.) Three new members have been asked and have agreed to serve on the committee.

During the period January 1, 2006 through July 8, 2006, the ACC acted on 63 requests:

  • Approved — 56
  • Denied — 3
  • Pending — 4

The committee is averaging 10+ requests per month. This is a substantial but manageable number since it takes on average two days to complete a request. The committee is to be commended for their hard work during this period. The following is a breakdown of requests:

  • New Home Construction — 3
  • Home Additions — 10
  • Tree removal — 30
  • Swimming Pool — 1
  • Landscaping issues — 4
  • Addition of Parking drive — 2
  • Pending — 3

GPOA Web Site

Greenbrier now has its own web site. This gives us an exciting vehicle for "real time" communication. Our web site is up and running and we will be continuing to make additions as we go forward. Look at www.greenbriemc.com. We are just beginning and we will be ''under construction" for sometime to come but you will find a wealth of information as we continue to build the site. Thanks to John Harding, Len Johnson and James Becton for their contributions to the web site.

Civic

The Board is always mindful of maintaining visibility and communications with city officials. We meet frequently with appropriate city department heads and with the City Manager. We get great support and quick response from Dana Outlaw - our City Alderman. Dana has worked with us on a variety of issues and he has demonstrated that he is always endeavoring to further Greenbrier's interests.

Drainage

The 2006 Board did its best to continue the efforts of the 2005 Board and the Citizen's Drainage Committee. All involved agreed that an independent engineering study was required to validate any request to the city for drainage modifications. After conferring with an engineering firm, it was learned that the cost of such a study would be in excess of $25,000. This amount is far in excess of the current resources available. The Board notified the Drainage Committee that the Board always anticipated that affected homeowners would participate financially to support any cost of this project beyond the budgeted GPOA funds. Nothing further has been received from the Drainage Committee.

The Board continues to seek visibility with the City Management through meetings and correspondence. We are supported in our efforts by Dana Outlaw, City of New Bern Ward 6 Alderman. We have asked the city to consider funding the aforementioned study in its present or future budget and/or through any proposed bond referendum.

We have been successful in raising the attention level of the City and getting significant maintenance performed on portions of the drainage system of Greenbrier. The most notable is a major drainage canal that borders Greenbrier Parkway. Alan Berger and John Harding were instrumental in pursuing these actions. Thanks to Dana Outlaw, Bill Hartman and Danny Meadows for their assistance.

Bylaws

We are very proud of the progress we are making to be a full membership HOA. Thanks to Jerry Elliott, Dixie Babb, Judy Frankel and Greg Singleton. This is an extremely complex issue due to the way in which Greenbrier was developed and how Weyerhaeuser conceived the community and its covenants. We have engaged the law firm of Harvell and Collins of Morehead City. They have a great deal of experience with homeowners associations and we have partner Wes Collins researching our case.

It may take some time before we have a definitive result, but we are optimistic that we will be able to improve the structure of our association.

Beautification/Maintenance

The Board of Directors is responsible for the maintenance of the Front and College entrances as well as the park and other common areas that are deeded to the GPOA.

Contributions from the Luminaries, Alderman Dana Outlaw, and William Ballenger allowed the Board to renovate the island at the main entrance and plant additional flowers and shrubs at both entrances.

New lighting configurations have been completed at the front entrance. This replaced the original system. Repairs have been made to sprinkler and electric systems as well.

The Board thanks all the volunteers who augment the professional maintenance contractors throughout the development; we would like to thank the Garden Club and all residents who have given their time and knowledge to these areas.

The Board also thanks all property owners who spend considerable time, effort, and money in maintaining their properties to a high standard. This spirit and pride in our community keeps property values high, and benefits all of us.

Many people have contributed to the beautification efforts of the GPOA. Among them are: the Greenbrier Garden Club, John Harding, Laurie Collier, Marcia Gupton, Dana Outlaw, Bill Ballenger, Mary Ellen Pagano, Steve Damico, Linda Howard, Charley Messler, Tish Bratton, Joyce Weaver, and Jim Gray.

Finance

The details of our finances through June 30, 2006 are attached below. We have recorded $31,480 in income and $19,616 in expenses so far this year. We project a slight year-end budget deficit of approximately ($1,500). This deficit may be mitigated by additional memberships or expense avoidance. Our total asset position is of $33,934.

The Board is grateful to those homeowners who pay their dues and participate financially in the upkeep of the Greenbrier community. Maintaining the beauty of our common grounds including entrances, roadways, parks, and lakes is critical to the preservation and enhancement of property values.

Welcome/Membership

As of the beginning of July, 467 of the approximately 650 homeowners in Greenbrier have joined the GPOA. These homeowners, who have joined, are partners in the continuing beautification efforts of the development. Homeowners also are invested in keeping the atmosphere of our neighborhoods to the standards that we all appreciated when we moved here. If you are not yet a member, please reconsider and join your neighbors in keeping our development at the premier level it now holds.

For the last two years, turnover in the development has been significant. People are downsizing, moving closer to children, and selling for other reasons.

The Welcome Committee members, volunteers in your neighborhoods, have been busy greeting new residents and distributing packets of information. There are 18 new residents listed in the Directory update that you have all received with your mid-year report

Over 20 households have been greeted in the Greenbrier Gazette Welcome Column. There are other new owners who have not yet moved in full time. We are looking forward to greeting these new folks with our warm Greenbrier Welcome. If you are a new resident and have not filled out a form for inclusion in the Greenbrier Directory, please contact Brenda Harding, 635-1852. We do not want to miss any of our new residents. Thanks to Brenda Harding for all her dedication to maintaining the Greenbrier Directory for many years. Also thanks to John Harding, Laurie Collier and the members of the Membership and Welcome Committees.
