The Greenbrier Property Owners' Association![]() The Greenbrier Property Owners' Association (GPOA) is one of eight separate Homeowners' Associations (HOA) in Greenbrier. The GPOA is the largest Greenbrier HOA and is not connected to any of the other seven HOAs in Greenbrier neighborhoods. Those HOAs include Carmel, Emerald Point Town Homes, Evergreen on the 6th, Fairways West, Fairwoods, and Innisbrook Court. If you don't reside in one of the sub-developments listed above, your property falls under the jurisdiction of the GPOA. There are ten sections of Greenbrier that are governed by the GPOA. Each section has its own covenants. All new construction, initial landscaping, and changes to the exterior of your home (including additions or changes to landscaping, removal of trees, and addition of satellite dishes) must have the prior approval by the GPOA. The Architectural and Covenants Committee (ACC) is the GPOA organization to contact for information on the covenants and to apply for approval of exterior property changes or new construction. Most Greenbrier property owners belong to the GPOA in addition to being members of their respective sub-development HOAs. The GPOA represents all Greenbrier property owners in matters that affect the entire community, such as beautification, covenant enforcement, development adjacent to Greenbrier, government policies, press relations, police protection, road maintenance, emergency planning, and disaster assistance. Generally, the GPOA is the only Greenbrier HOA engaged in these activities. While membership in the GPOA is voluntary, it is to the benefit of all property owners to support their friends and neighbors by joining the association. The GPOA maintains the common property in Greenbrier, which include both entrances, the nature park and lake on Pine Valley, and other small parcels throughout the community. No portion of the dues paid to other HOAs go to the GPOA. The HOAs in Greenbrier were created by Weyerhaeuser to protect property values and ensure high standards of appearance and maintenance of all properties within Greenbrier. The GPOA does not own or control The Greenbrier Gazette newspaper or the Emerald Golf Club. The lakes in Greenbrier that border the golf course are owned and maintained by the Emerald Golf Club. The shoreline is owned and maintained by adjacent property owners. However, the Emerald Golf Club possesses an easement for lake maintenance. All Greenbrier streets are public roads and are owned and maintained by the City of New Bern. The HOAs are legally required to administer their own by-laws, covenants and rules created by Greenbrier's developer, Weyerhaeuser. All HOA by-laws, covenants and rules fall under the laws of the City of New Bern. Property owners are legally required to comply with the by-laws, covenants and rules of their respective HOA. All the members of the various HOAs' Board of Directors and its committees are your neighbors. They are volunteers who serve because they care about the quality of life in Greenbrier. | |
